Seems like you really have your hands full! Try to reward the quiet behaviour by giving Penny pats and treats when she is on her down mode and try to ignore the hyperactive behaviour, remember any time you chastize her for being hyper she is getting attention (although it may be negative). If she is behaving very badly you can put her in a naughty room (lock her away for 5 minutes or so – but this area should be separate to her sleeping quarters/crate).
I would also walk her with a halti or gentle leader so you get controlled walks, every little bit of calming equipment will help! A last resort is medication from your vet.

Monday, 14 April 2008 (10 weeks old) Rie and Yuki are from the same litter, and are virtually identical. The only differences so far: (1) Yuki has an umbilical hernia, (2) Rie’s voice is lower pitched, while Yuki’s is higher. I discovered these very thin, breakaway cat collars from National Leash Company, and tried them on the kitties. Yuki got the red collar, while Rie got the blue one. As you can see here, they really hated the collars. Even more so, the collars were still too big for them, even when adjusted for shortest length. They could get their mouths around the collars. So I took them off, and maybe when they get a little bigger, I may try again.

Im wondering, since the Democrats are soo good at the Hocus Pocus and films like Zeitgeist and Fahrenheit 911 (I watched them both, Zeitgeist is actually really good, EXCEPT FOR PART 1) Iwould like to know where the BEST Labor Markets and WORST Labor Markets are, for “Blue Collar” AND “White Collar” *I need to work BLUE, since i want to FINISH my Degree this year.

In my experience some dogs can safely be around cats and some simply cannot. If your dog is not trying to harm the cat my advice would be to let them get used to eachother. If your dog is chasing the cat or playing too rough they may have to be kept away from eachother.
